Sec. 11-74. Applicability.
The provisions of this article shall be applicable to all solid, industrial and sewerage waste storage, treatment, transfer and/or disposal or disposal facilities and to any commercial facilities as defined herein. Furthermore, this article shall apply to any change in activity at existing facilities.
